SB 1071

SB 1071 will provide that the Chancellor, in collaboration with the Academic Senate of the CCC, develop a uniform policy for awarding credit for training, experience and service in the military by January 1, 2019, utilizing a veteran’s Joint Service Transcript provided by the Department of Defense, and which lists completed courses that have been evaluated by ACE. Each CCC district will subsequently adopt and implement this policy, as well as post it to their respective web sites. Should the uniform policy not be implemented on time, this bill would require the Chancellor to report to the Legislature the reasons why the deadline was missed, along with a comprehensive plan for implementing the policy by the end of the following academic year.

Veterans returning to California already encounter substantial barriers to a successful transition to civilian life, most of which are outside of their control. For veterans pursuing a post-service educational path, the failure to properly implement AB2462 has compounded those challenges. By completing the work that AB2462 set out to do in 2012, SB 1071 will make good on a promise we made to our veterans by ensuring that they are awarded course credits appropriate to their military education, training and service, so as to more effectively expedite their progress into the next chapter of their post-service lives.
